Run a marketplace action

This route is not in the API yet. This page shows what it will do. Fields, examples and the playground arrive when it ships.
Requests a native marketplace action on the listing. The body is { action, params }, with action from a closed list: pause, activate, close and relist. Each action has its own capability; without it, the route returns 422 before creating the Job. An offer never published returns 409.
Returns 202 with the jobId. The new status arrives in listing.status_changed. relist creates a new Listing, with a new marketplace ID, linked to the old one by relisted_from (see relations). Flow: Publish listings.
