Sends an action to the marketplace: approve, refund or review (with outcome ok or failed, a reason and evidence photos). Responds 202 with a job; the result arrives in the return.updated webhook.
An action outside allowedActions responds 409 (action_not_allowed), before any job is created. A marketplace without the operation responds 422. Evidence is a confidential asset of the account.
