Runs an action on the marketplace: pause, activate or update_budget (with budget.amountInCents and period). The response is 202 with an ad_campaign.action job; follow the result through it.
An ended campaign returns 409. A budget below the marketplace minimum makes the job item fail. Send Idempotency-Key to retry without duplicating.
